The Washington State Auditor's office has completed its report on the September 4th Kennewick City Council meeting, and found two areas of concern.

The agency found that not only did the city violate its own Administration Code Title 7 for adding an agenda item with not enough notice, but it also noted a conflict of interest when council member Steve Young did not recuse himself from a vote on tabling that item (RCW 42.23.030). That ultimately led to the approval of the city paying Young's legal fees in fighting a recall petition.

The report is merely informational, and the Auditor's office does not have any enforcement authority.
