KENNEWICK, Wash.- A complaint has been filed with the Washington State Auditor's Office alleging improper handling of Kennewick City Manager Marie Mosley's contract.


Roger Lenk contends that Mosley's 2011 contract was never renewed after three years, and thus, any raises and benefits that were approved every year since then should repaid to the city.


Specifically, the complaint notes a Washington State law that requires contract agreements can not bind future boards, and by simply approving a raise based on Mosley's performance each year, did just that.


The complaint also cites a 2019 Superior Court decision in Yakima invalidating the contract of Juan Orazco with the City of Wapato that extended past three years without renewal.
